какую библиотеку использовать для редактирования изображения и как потом сохранить на сервер.
Фиксирована ширина и высота в ном изображения какое можно было бы приближать отдалять поворачивать, перетаскивать.

или как с jQuery Guillotine передать значения и потом обрезать на php?

jQuery нужна для визуализации процесса редактирования и получения параметров будущего изображения. Остальное делает gd2 на стороне сервера.
